The latest Annual Health and Safety Report from the Rail Safety and Standards Board (RSSB) offers a mixed view of safety in Britain’s rail industry. Although there has been significant progress in some areas, new challenges have emerged that need to be addressed.

On a positive note, the report shows that there were no fatalities among passengers or rail workers in train accidents during the 2023/24 period. This is a significant achievement, highlighting the industry’s commitment to safety and the effectiveness of current measures. Furthermore, passenger journeys increased by 19% compared to the previous year, indicating a steady return to pre-pandemic levels of rail usage.

However, the industry is facing several challenges. There has been an alarming rise in signals passed at danger (SPADs), improper use of level crossings, and incidents of work-related violence. Although trespassing incidents have also increased compared to pre-pandemic levels, it is worth noting that trespass fatalities have fortunately decreased.

Extreme weather events are having a more noticeable impact on rail infrastructure, resulting in more frequent earthworks failures. In response, Network Rail has committed £45 billion to a major rail improvement plan aimed at tackling climate change impacts and other infrastructure issues.

The RSSB report highlights the importance of data sharing and analysis in identifying and addressing safety problems. The industry is exploring how artificial intelligence can be used to improve safety insights and responses. Collaboration remains crucial, with various industry groups working together to address significant issues and develop effective solutions.

Looking ahead, the Rail Health and Safety Strategy will be essential in aligning efforts to improve safety standards across the industry. While progress is being made, the report serves as a reminder that ongoing vigilance and improvement are key to ensuring the continued safety of Britain’s rail network.
